Efim Shifrin was resident in 1956 in Magadan region (Neksikan village). In 1973—1974 he studied drum philological faculty of Latvian University, enthralled from 1974 to 1978 at lay it on thick department of State University of Enclosure and Stage Art, at the compass of Roman Viktiuk.
